The goals of CSPAC
Citizens' Solidarity for Participation & Autonomy of Chungbuk(CSPAC) had been instituted in June, 1989 in Cheong-ju city.
With the action of civil movement at the early days of civil society. The institution of CSPAC was a start of
the decentralization of power and of the age of local autonomy. Moreover, it was the basis of settlement of civil movement in
Chung-buk province. With the age of local autonomy, CSPAC has been acted to materialize the autonomy of local policy,
to institute participation of citizen, to watch the waste of administration policy, to monitor the parliamentary government.
Main activities

1 The participation of citizen
The union of NGOs in Chung-buk province was instituted by citizens who wanted to take part in the civil movement and to serve for the establishment of local culture. The members of the CSPAC will try to valance the local autonomy to make the community healthy. Thus, the CSPAC will participate voluntarily in every core local government's policy by(in) every possible ways. -
2 The autonomy by citizens
The core ideas of local autonomy is the self-government by residents in the community. For the settlement of local autonomy, the residents of the community must understand the real meaning of local autonomy and they try to acquire their right to take part in the policy and monitor those policies which local government performed. CSPAC will take great effort to make the community healthy by the citizens, and for the residents. -
3 The acquisition of civil rights
Until now, citizens have discharged their duties and responsibilities for the society but have not exercised their right. So CSPAC will act for the acquisition of civil rights movement to make our community rational, righteous, democratic society. CSPAC will monitor patiently the action of local assembly, bureaucracy and government policy. Through monitoring on the public administration, bureaucracy and government policy, CSPAC is going to manage the control system on local policies and keep watch on them. Also, CSPAC will try to acquire the equal citizenship in institutional system. -
4 Services for citizens
CSPAC will try to exercise to make happy and healthy community. CSPAC are going to service programs to solve our neighbor's problems such as poverty, disaster, illiteracy, abuse etc. s. -
5 Financial Independence
CSPAC will reject to receive financial support from any governmental funds. Because of the financial support from government, it is possible to make impartial judgement or be misunderstood as an official organization by citizens. So CSPAC has been managed by genuine citizens' aids. -
6 The union of citizens
CSPAC believe citizens' power. It is believed that the corporation of people have great power to change the society and make history. We also believe that the real power of the union of NGOs in Chung-buk province should be always based upon the citizen(ship). On the bases of the citizenship The union of NGOs in Chung-buk province will try to change our community society more desirable.
7th movement purpose of CSPAC

Exercises for democracy and righteousness of local policy and administration. (Evaluation of local policy, watch on waste of governmental budget, monitoring on the local assembly, the movement for making the regulations etc. s. )

The exercise for the acquisition of civil right (consult law, protection of human right)

Educational program for citizenship to make a democratic and civic society

The movement for making the sustainable and developmental society (the accommodative environmental city program, traffic policy for citizen, protection of environment etc. s.)

The action for social welfare the services to give food, clothing and shelters for the poor, the supporting program for the poor which are free indergarten or school education )
